Deba Harper is the Founder and CEO of CHAMP Nation Organization and the architect of Raise the BAR™, a governance-first framework for Trusted AI Readiness and Organizational Maturity.
Known as a Systems Shifter, she brings more than 30 years of experience at the intersection of emerging technology, systems transformation, and large-scale operational change.

Aerospace to Warner Bros. Entertainment
Her foundation in computer science began during the early rise of the digital era, where she contributed to aerospace engineering environments supporting space shuttle flight testing. She later joined a pioneering team at Warner Bros. Entertainment that led the global launch of the DVD industry. Serving as Quality Assurance Manager, she was responsible for aligning engineers and creative teams around data governance, including testing design and production guidelines, to deliver one of the most transformative media technologies of its time, the award-winning The Matrix DVD.
Mattel & International Monetary Fund
At Mattel's boys business unit, as Packaging Controls Specialist, Deba led the design of a global collaborative system that integrated design and manufacturing operations across continents, resulting in millions in monthly cost savings and a fundamental shift in operational infrastructure. As Senior Salesforce Consultant, she contributed to the International Monetary Fund's global constituency relationship management framework, supporting one of the world's most complex international financial institutions.
Antelope Valley Alliance to End Homelessness
Following the 2008 economic downturn, Deba redirected her systems expertise toward community-scale transformation. As Chair of the Antelope Valley Alliance to End Homelessness, she led a multi-stakeholder initiative aligned with the Obama Administration's National Alliance to End Homelessness Open Door Initiatives in partnership with the Los Angeles Homeless Services Authority. Her data-driven outreach coordination contributed to the development of what is now widely known as the VI-SPDAT assessment tool, used across thousands of communities to prioritize housing and services.
Detroit Land Bank & Community Foundation
Her government and public sector experience extends to the Detroit Land Bank Authority, where she served as Senior Systems Administrator supporting city-owned housing maintenance and disposition programs. She currently serves as Business Systems Analyst at the Community Foundation for Southeast Michigan, one of the nation's largest community foundations, supporting enterprise systems, governance initiatives, and operational effectiveness across philanthropic programs and services.
